Vermont had become a state within the union in 1791. Its legislature was sure the Collins-Vallentine line had benefitted the British and they sent Reverend Samuel Williams to investigate. Apparently he took readings at Halls Stream and at Lake Memphremagog and pronounced that Vermont had been cheated out of a band of territory at least 10km wide along the length of the border. The error according to Bouchette was about 2 km favouring the Americans.

The border dispute was simmering to a boil when it had to take a backseat to the open hostilities of the War of 1812. Negotiations would have to wait.
